Register within 30 days of starting - and you must be indentured under a recognized apprentice contract through the Dept of Workforce Development, not merely filing a form. The separate "registered learner" needs no contract but is restricted to outside-the-building work.
Bringing your license from another state
Wisconsin waives its exam for nobody — comity buys eligibility, never a license. The mandatory version: with a completed apprenticeship, a journeyman exam passed in another state, five years practiced under that license, and a clean record, the department shall accept you for the Wisconsin exam. The discretionary version reaches equivalent out-of-state licenses and experience generally.
Either way the road ends at the same place — the Wisconsin exam — and there is no military fast lane for plumbers, because the statute that creates one does not reach the plumbing chapter. Do not import Wisconsin's electrician reciprocity; plumbing has no counterpart.
Can you work while it is pending?
Treat Wisconsin as a hard wall: the prohibition is per-person, and no work-while-pending authority was found. A temporary permit survives in fragments of the statute but appears unimplemented — no rule, no fee line — so ask DSPS and get any yes in writing before relying on it. The registered learner is the one same-week status: age sixteen plus twelfth grade, no exam, but its scope is restricted outside-the-building work — sewers, water services, exterior systems — under direct supervision at one journeyman per learner.
It is not interior plumbing. Once your comity paperwork is complete, the department owes a decision within 21 days — but the clock starts only when everything, including the apprenticeship equivalency letter, is in.
The exam and the hours
Every route ends at the exam. The comity route wants your out-of-state apprenticeship recognized first — a five-year program including at least 576 hours of instruction — evidenced by a completion certificate or an equivalency determination from Wisconsin's Bureau of Apprenticeship Standards, which is the real gatekeeper for a traveler.

The local picture
Not settled either way — the statute grants municipalities no plumber-licensing power but preempts nothing, and the department's own brochure says to check with local plumbing officials. Milwaukee could not be verified. The permit layer is certainly real: cities appoint licensed plumbing supervisors and no work starts before the local permit issues.
Ask the city before you count on the state card being the whole story.
If you want to contract for yourself
Wisconsin has no business license for plumbing — licenses issue only to individuals, never to firms. The contracting credential is the master plumber license itself: a licensed master must be in charge of every installation, every officer or member of a company who superintends plumbing personally holds one, and the advertising titles are restricted to masters and those who employ them.
Lending a license to pull permits for others is itself unlawful.
