Bringing your license from another state

Rhode Island names no partner states — its out-of-state provision applies the same test to everyone: a license earned by examination (grandfathered or chain-reciprocity cards do not qualify), from a state whose requirements match Rhode Island's, at the same level you seek — no testing up a tier. The paperwork is the clock: good-standing letters from the board of every state where you hold or ever held a license, plus the exam affidavit, with a $75 non-refundable fee.

Be clear-eyed about the outcome: the provision sits inside the exam rules, and the honest reading is that it qualifies you to sit the Rhode Island exam — an outright waiver is discretionary at most, so get the board's answer in writing before planning around one. Military members and spouses have a separate mandatory-issuance statute.

Can you work while it is pending?

No — the statute requires the certificate in full force and carried on your person while engaged, and a pending application is neither. The penalties count per person: $1,500 first offense, $2,000 after, and an employer with three unlicensed travelers is exposed three times over. The apprentice path exists but is not a quick bridge — the apprenticeship agreement with a master must be approved by the division before the registration issues — and no board page blesses it as an interim device.

The apprenticeship route to the journeyperson exam takes four years holding the apprentice registration, 8,000 supervised hours completed in Rhode Island within a five-year window, and 576 hours of related instruction (vocational school credits up to 144 of them). Cities and towns run permits and inspections — the statute preserves exactly that and nothing more. No municipal worker card was found, and the enabling law points only at installation permits pulled against the master's license. Confirm the permit path with the local inspector; your state license is the only card.

The master plumber license is the business credential: contracts, bids, permits, employment of journeypersons and apprentices, and advertising all run through it — with the license number on every contract and bid, the certificate displayed at every business location, and the number lettered on vehicles. A wage-earning journeyperson carries the journeyperson license and none of that.
