Employer-initiated and federally registered FIRST: your employer registers the apprenticeship with the US DOL, then the board registers you. It does not transfer when you change employers - the new employer takes it up. Constant on-site supervision by a NJ licensed master is required at this rung.
Bringing your license from another state
New Jersey's only practice-gating plumbing credential is the master plumber license — the contracting credential — and no worker card exists: the state's apprentice and journeyman credentials are registrations, not licenses. So there is nothing to reciprocate into at worker level, and nothing blocking you either.
Can you work while it is pending?
Nothing to wait for: a traveling plumber can be on a New Jersey job from day one holding no New Jersey credential — provided the pay is W-2 and the work runs under a licensed master plumber's supervision. Both conditions are load-bearing: a 1099 self-employed plumber falls outside the allowance and personally needs the master license.

The only exam belongs to the master plumber license — the credential for running a plumbing business in New Jersey. Employees never sit it.
