Bringing your license from another state

Massachusetts has no reciprocity agreement with anyone and no endorsement — the regulation contemplates agreements and none exist. The substantially-equivalent policy buys exam eligibility, on conditions that bite: the out-of-state license must have been active for the three years immediately before applying, verified by a Keeper of Records statement; the level is locked to what you hold — nobody tests up a tier; apprentice cards count for nothing; and the gas gate surprises the most travelers — a license without unrestricted gas fitting, or not based on the national fuel-gas codes, adds Tier 3 of the Massachusetts gas curriculum before you may even sit.

The Massachusetts exam itself is never waived.

Can you work while it is pending?

No — not at journeyman scope, and the statute penalizes the master who employs an unlicensed journeyman alongside the worker. The practical route is the apprentice license: $14, filed online with the Statement of Employing Master, a notarized CORI form, and a photo — a real license that makes you legal at apprentice scope.

The constraint that shapes crews: supervision is one to one — one apprentice per supervising master or journeyman, so a contractor cannot absorb four travelers without four spare licensees. A statutory probationary license exists on paper — six months, employer-endorsed — but the board publishes no application for it; treat it as a question for the board, not a plan.

The exam and the hours

For apprentices licensed after September 2008: 6,800 clock hours as a licensed apprentice under direct supervision, a high-school diploma, and 550 hours of theory spread over at least four years — education credits at most 165 hours a year, each such year backed by 1,700 hours of work. You hold the Massachusetts apprentice license first, then apply to test.

Master takes one year and 1,700 hours as a Massachusetts journeyman plus the fifth tier of the education program.

How apprenticing works here

Licensed before you work — no person works as an apprentice without the board's license. It is employer-co-initiated: your employing master completes and signs the registration (and may not charge you for doing it), $14, minimum age sixteen, filed through the eLIPSE portal — mailed applications are returned. One apprentice per supervisor, by statute.

The local picture

Licenses are valid throughout the commonwealth — no second card in any city. The local layers sit on the business: a master registers name and address with each town's inspector (capped at $20), and permits and inspections run locally. A wage-earning journeyman carries the state license and nothing else.

If you want to contract for yourself

The worker license is mandatory — Massachusetts is the opposite of a contractor-only state — and the business license is separate and additional: any corporation or LLC with plumbing employees maintains one, gated on a master plumber who is a listed officer. An individual operating under his own name needs no entity license; an employee needs only his own card.
