The board issues no apprentice card and charges apprentices nothing. An unregistered helper may still work lawfully - but only with a licensed plumber PHYSICALLY present at the project site at all times.

Bringing your license from another state

Hawaii does not reciprocate with any jurisdiction — the board's current application packet says exactly that, in bold. Two exceptions do real work. Military servicemembers and their spouses get a temporary license that lists journey worker and master plumber by name, with no Hawaii exam in the checklist, good for the duration of the posting — the license must have been actively used for the two years before the move and clean everywhere.

And at master level only, an out-of-state journeyman or master license from an equivalent jurisdiction satisfies the experience prerequisite — the packet itself counts two years registered as a journey worker 'in this or another state.' The exam is never waived for anyone; a journey-level traveler documents five years and tests like a first-timer.

Can you work while it is pending?

No temporary or provisional license exists for a civilian — the statute simply has no such section. What the rules do allow: an unlicensed worker may perform plumbing work as a helper with a licensed journey worker or master physically present on the project site at all times — a strict physical-presence standard, not phone supervision, and no holding yourself out as a plumber.

Plan the calendar honestly: the board meets about six times a year, qualifies applicants at meetings, and schedules exams the month after — a flawless application is realistically a two-to-four-month path, and the long pole is usually collecting notarized experience verifications from every plumber you ever worked under.

The exam and the hours

The journey worker license takes five years and 10,000 hours as a helper to a licensed journey worker or master plumber — no classroom component. The master license takes two years registered as a journey worker, here or in another state, or equivalent experience. The exam is mandatory by statute, no exceptions, and the application wants notarized experience verifications plus license verifications from every jurisdiction where you have ever held a card.

Anyone who performs or supervises plumbing work personally needs the worker license; the contracting credential belongs to the business.
