Plumber licensing in Arkansas

Arkansas runs both named agreements and an open door, and the named side is journeyman-only: Texas (exam-earned license, no Arkansas exam), Oklahoma (held a year, exam-earned), and Louisiana — where the trap is that your Louisiana journeyman card must come with the natural gas fitter certification, because Arkansas licensure carries gas.

The open door is the general reciprocal rule: from any state whose license rests on a national model code and a national exam, Arkansas licenses without examination, on the least restrictive terms — except where a signed agreement writes a stricter condition, and then the agreement governs. From a state that qualifies for neither, a substantially similar license still puts you straight into the Arkansas exam without re-proving your years.

Military members, veterans, and their spouses get automatic licensure.

Arkansas has a real temporary permit, and it is mandatory on the department — but it hangs off the exam track. When the examiners approve your eligibility for the exam, they must issue a 90-day revocable permit on request, extendable for hardship, and you work while you wait for a seat. Until a license or permit is actually in hand, the prohibition is flat, and there is no helper route around it — the apprentice registration itself requires a sponsoring Arkansas master.

The journeyman exam takes four years of experience, or a completed Arkansas apprenticeship with its Release to Test. The master exam takes five years plus a journeyman license held one full year — waivable only for genuine hardship. Documentation runs on the least-restrictive standard: affidavits, records, or letters from licensing agencies and former employers all count.

The committee administers its own exams — no test vendor — so the committee's calendar is your calendar.

An Arkansas apprentice registers under a licensed Arkansas master and enrolls in the state training program — $25 a year, expiring December 31, renewed by February 1 or a $5-a-month penalty starts. Completing the program earns the Release to Test form, and the journeyman application is denied without it — keep that paper.

No city worker card was found, and the statewide ADH license is what makes you employable anywhere in Arkansas. The one local-flavored rule is a supervision duty, and it lands on the job, not on you: in any city or water-and-sewer jurisdiction, plumbing installs must have a licensed master in charge — which is why the journeyman application asks you to name the Arkansas master you will be working under.

Arkansas is not a contractor-only state: the health department's own rule bars anyone from working as a master, journeyman, apprentice, or restricted licensee without first being licensed or registered, and the credential is personal and non-transferable.
