Oklahoma accepts licenses fromOpen door — and NCCER skips the refinery exam

Apply for your Oklahoma license →

Out-of-state licenses in good standing are accepted where they meet Oklahoma’s standards (terms per candidate, ask CIB) — and the stronger lane is the certification one: NCCER Industrial Pipefitter certification substitutes for the Petroleum Refinery Process Piping journeyman exam outright. Open “Bringing your license from another state” below for the conditions, and confirm with the board before you travel.

Register BEFORE the hours start - unregistered Oklahoma hours do not count toward the exam. One year of experience = 2,000 documented hours; out-of-state hours need no Oklahoma registration.

The master pipefitter license

No - Oklahoma has no separate master pipefitter license. The CIB process piping ladder has no master tier - above the journeyman sits the contractor license.

Bringing your license from another state

Two doors, and the second is the best merit-shop lane in the country. First, the general one: out-of-state licenses in good standing are accepted where they meet Oklahoma's qualification standards — terms confirmed per candidate with CIB. Second, the certification lane: NCCER INDUSTRIAL PIPEFITTER certification substitutes for the Petroleum Refinery Process Piping journeyman EXAM outright — three verifiable years of experience plus the NCCER card and the refinery class issues without an exam cycle.

If you carry NCCER papers, Oklahoma is the easiest licensed state you will ever enter.

Can you work while it is pending?

Not established as a license-pending allowance — no temporary provision appears on the board's pages. The supervised lane is CIB apprentice registration (mandatory anyway for Oklahoma-earned hours), and for NCCER holders the gap barely exists — the refinery class needs no exam seat at all.

The exam and the hours

Category by category: PROCESS PIPING JOURNEYMAN covers 'all process piping'; PETROLEUM REFINERY PROCESS PIPING JOURNEYMAN takes 3 verifiable years (2,000 hours = 1 year) and accepts NCCER in place of the exam; NATURAL GAS PIPING JOURNEYMAN covers gas from point of delivery to appliance; MEDICAL GAS JOURNEYMAN requires current ASSE 6010 — no exam.

One rule bites travelers who bank hours here: Oklahoma-earned experience only counts if you held a CIB APPRENTICE REGISTRATION while earning it. Out-of-state hours need no registration.

How apprenticing works here

Mandatory for Oklahoma hours: register with CIB BEFORE the work starts, or the hours never count toward any exam. Registered apprentices work under licensed supervision at a licensed contractor, banking 2,000 hours a year.

The local picture

None — CIB licenses statewide.

If you want to contract for yourself

The MECHANICAL CONTRACTOR license sits above the journeyman categories — the employer holds it in the right classification; the workers hold their category cards. On refinery turnarounds, confirm which class the job demands (the Process Piping and Petroleum Refinery classes are listed separately) and verify both the company and the cards at CIB.
