The uniform endorsement statute is the strongest door in this tool: three years of good-standing licensure in ANY US jurisdiction and the Board SHALL issue your license, whether or not your state reciprocates. Open “Bringing your license from another state” below for the conditions, and confirm with the board before you travel.
Starting as an apprentice
Vermont has no apprentice credential — you can start with no card of your own
No apprentice license - the statutory helper exemption (26 V.S.A. 910) covers supervised work without a card.
Bringing your license from another state
Vermont puts refrigeration and air conditioning INSIDE its electrician statute — the Type-S journeyman license, specialty field C3 — and runs the strongest transfer statute in this packet: 26 V.S.A. 906. Two doors: classic reciprocity (no exam, where your state's standards are equivalent and it reciprocates for Vermonters), and the UNIFORM ENDORSEMENT — the Board SHALL license a master or journeyman holding at least THREE YEARS of good-standing licensure in ANY US jurisdiction, whether or not that state reciprocates.
No mutuality condition, no residency requirement in the section. Three years carded anywhere in the country is a Vermont license.
Can you work while it is pending?
Established via the HELPER exemption (26 V.S.A. 910): an unlicensed traveler may work immediately as an electrician's helper under the DIRECT supervision of an appropriately licensed person — no card, no application, no waiting. In-plant maintenance crews at industrial and manufacturing operations are exempt outright under the same section.
The exam and the hours
Per 26 V.S.A. 904: a Board-recognized training program or acceptable training and experience, plus the Board exam in your chosen specialty field — C3 (refrigeration or air conditioning) can be combined with other Type-S fields in one sitting. Section 907 credits out-of-state apprenticeships and journeyman experience toward the license. Your personal floor is EPA 608.
How apprenticing works here
No separate apprentice license — the statutory helper exemption IS the supervised entry lane, immediate and cardless. Out-of-state apprenticeship time credits toward the journeyman license under section 907.
The local picture
The state Type-S scheme governs statewide.
If you want to contract for yourself
The Type-S/C3 card carries the individual; Vermont's contracting layer rides the same Division of Fire Safety scheme. One practical note: the state's licensing web presence has been unreliable (its licensing site refuses many visitors) — the statute is the dependable reference, and the permit-navigator portal is the emerging front door.
