Bringing your license from another state
Iowa licenses every worker in the trade — 'install or repair' IS the licensed act by statute — so you need an Iowa card, and the door in is conditional: the board may license a nonresident WITHOUT examination when your state's licensing laws are similar AND your state reciprocates for Iowans. Equivalence plus mutuality — the New Hampshire shape, not Maine's unilateral one.

Can you work while it is pending?
Partially established, and the immediate lane is unusual and statutory: the HELPER — general manual labor assisting the licensed trades under supervision — may NOT be required to hold any license, the chapter says so expressly, and helper experience counts toward advancement. A traveler can be on a crew Monday as a helper while the license question resolves.
The APPRENTICE license is the training lane; for a journeyperson awaiting the reciprocal decision, no interim provision was found.
The exam and the hours
Per-class examinations through the board, with one lane worth naming: the SERVICE TECHNICIAN HVAC specialty — a narrower exam-gated credential than full journeyperson, built for service and repair roles. Fees live in the administrative rules. Your personal floor is EPA 608.
How apprenticing works here
Two statutory entry lanes: the unlicensed HELPER (protected in the statute — no license may be required for supervised general labor) and the licensed APPRENTICE. Helper hours count toward advancement — the rare state where the bottom rung is free and still banks time.
