Electrician licensing in Virginia

YES - AND MORE BROADLY THAN THE BILATERAL LIST SUGGESTS. Virginia licenses the individual electrician (journeyman/master 'tradesman' via DPOR), so the tradesperson does personally need a Virginia license to work unsupervised - but since 2023-07-01 Virginia has UNIVERSAL LICENSE RECOGNITION (Code of Virginia 54.1-205): an electrician who has held ANY state's exam-earned journeyman or master license for at least ONE year, in good standing with no pending complaints, gets the equivalent Virginia license WITHOUT retaking a trade exam ($171.75, form A501-2710ULR).

The old bilateral agreements (DC - the only full license reciprocity, both levels; WV both levels; KY both levels; MD master only; AL/NC/OH contractor-credential crossings to VA master) still exist, but ULR means you no longer ask 'is their state on Virginia's list' - you ask 'was their license earned by exam, held a year, and clean'.

Grandfathered (never-tested) licensees are the ones who fall back to the exam path - a documented out-of-state license still qualifies them to SIT for the Virginia exam, which PSI runs essentially daily after board pre-approval. THE RECRUITER'S THREE QUESTIONS, ANSWERED: (1) HOW LONG UNTIL THEY CAN WORK? DPOR publishes NO processing timetable, so no honest number can be given here - the real gates are (a) getting the Certification/Letter of Good Standing sent DIRECTLY from each state board the candidate has ever held a license with (it must be dated within 90 days of application - order these FIRST, they are the long pole) and (b) board review; status questions go to (804) 367-8511 / trades@dpor.virginia.gov.

No Virginia exam stands between a qualifying ULR/reciprocity candidate and the license. (2) CAN THEY WORK MEANWHILE? YES, SUPERVISED: 54.1-1129(A) exempts individuals 'working under the supervision of a tradesman who is licensed in the specialty' - so the placement can start day one as long as a Virginia-licensed electrician supervises the work; unsupervised work before issuance is unlicensed practice.

Confirm the supervising master/journeyman arrangement with the employer in writing (see the section on working while an application is pending for the restrictive-reading caveat). (3) WHERE DO I VERIFY? DPOR's license lookup - https://dporweb.dpor.virginia.gov/LicenseLookup/ - searches by name, license number, and license type, and is also where you verify the claimed OUT-OF-STATE-to-Virginia license once issued and the supervising electrician's own credential.

ONE MORE TRAP: if you place someone 1099/self-employed contracting directly for a customer, work over $1,000 triggers Virginia CONTRACTOR licensing on top of the tradesman license ('Any applicant performing work over $1,000 must contact the Board for Contractors to obtain a Virginia Contractors License' - board instructions).

TWO DOORS IN, and the record previously documented only the narrower one. (DOOR 1 - bilateral agreements) Virginia publishes an official Board for Contractors reciprocity list ('Reciprocal Licensing/Examination Agreements with Other Jurisdictions' - primary source PDF, re-read in full 2026-07-21). CRITICAL MECHANIC: nearly every entry is EXAMINATION reciprocity (trade exam waived) - NOT full license transfer.

Only the District of Columbia is 'License and Examination Reciprocity'. (3) KENTUCKY - KY Electrician and Master Electrician map to VA Journeyman and Master: EXAMINATION reciprocity. PARTNER-SIDE: ky.gov (KY HBC) application checklists state KY holds electrical reciprocity agreements with West Virginia and Virginia (direct PDF fetch 404'd - re-pull on the KY record). (4) MARYLAND - MASTER Electrical Tradesman ONLY (journeyman NOT included):

EXAMINATION reciprocity. PARTNER-SIDE CONFIRMED 2026-07-21: MD State Board of Electricians FAQ - 'The board currently has reciprocal agreements with Delaware, West Virginia, Virginia, and the District of Columbia', VA condition = master electrician who passed the written exam in Virginia, in good standing; master-level only in BOTH directions. (5) ALABAMA - ENTITY MISMATCH: an Alabama Electrical CONTRACTOR license maps to the VA MASTER Electrical Tradesman license:

EXAMINATION reciprocity. (6) NORTH CAROLINA - also entity-crossing: NC Unlimited (=Class A) and Intermediate (=Class B) Electrical CONTRACTOR licenses map to VA Master Electrical Tradesman + Class A/B Electrical Contractor Business License: EXAMINATION reciprocity. (7) OHIO - 'Ohio Master Electrical License' maps to VA Master: examination reciprocity; OH Business and Law maps to VA Advanced and General Law exam. ⚠️ CAUTION:

Ohio issues NO state master-electrician worker license (see the Ohio record - OCILB licenses contractors only), so this entry can only bite on the individually-earned OCILB contractor credential - resolve the naming on the VA-OH edge. UNIVERSAL CONDITIONS (board's own wording): 'Anyone applying for a license or certification under any of these agreements must meet all of the terms of that agreement'; 'All individuals applying by reciprocity or by examination exemption must submit a complete application along with verification of licensure from the out-of-state board.' NOT a NERA compact member per this list. (DOOR 2 - UNIVERSAL LICENSE RECOGNITION, MISSING FROM THE PRE-VERIFY RECORD AND OFTEN THE BETTER DOOR): Code of Virginia 54.1-205 (enacted 2023 cc. 2-3, eff. 2023-07-01; amended 2024 c. 157 and 2026 c. 448 - current requirement is ONE year, not the 3 years quoted in 2023-era coverage) requires the board to license an applicant who holds ANY state's equivalent license - no bilateral agreement needed - if: held >=1 year, the issuing state required an exam AND education/training/experience standards, no pending investigations/unresolved complaints, good standing in every state ever licensed, fees paid.

DPOR runs a dedicated TRADESMAN ULR application (A501-2710ULR-v4, 07/01/2026, read in full): covers Licensed Journeyman/Master Electrical, $171.75, requires a Certification of Licensure/Letter of Good Standing sent DIRECTLY by each state board (current AND expired licenses), dated within 90 days. It even has an UNLICENSED path:

3+ yrs working the trade in a state that does not license electricians qualifies, with the VA exam required only if the applicant never passed one anywhere ('ULR by exam'). NET FOR A TRAVELER: an exam-earned journeyman/master card from essentially ANY state, held a year and clean, gets a Virginia license without retesting - the bilateral list above matters mainly for DC full reciprocity and the AL/NC contractor-credential crossings.

YES, WITH STRUCTURE - and it comes from the statute itself, not an interim permit. Code of Virginia 54.1-1129(A) (re-read 2026-07-21): 'Individuals shall not be subject to licensure as a tradesman when working under the supervision of a tradesman who is licensed in the specialty for which work is being performed.' So while the Virginia application (reciprocity, ULR, or exam path) is pending, the traveler can legally start work ON DAY ONE in a supervised capacity under a Virginia-licensed journeyman or master electrician - what they cannot do is work unsupervised as the electrician of record until the license issues. ⚠️ RESTRICTIVE READING ADVISED: neither the statute nor 18VAC50-30-10 defines 'supervision' (no ratio, no on-site rule found) - treat it as working under a licensed tradesman on the crew, not remote nominal oversight, and confirm the arrangement with the employer's master electrician before the job starts.

NO general temporary or provisional tradesman permit exists; the ONLY temporary credential is a 12-month non-renewable license for certain MILITARY SPOUSES licensed in another state (board page, 2026-07-21). Working unsupervised while pending = unlicensed practice.

YES - A STATE WORKER LICENSE IS REQUIRED. This state licenses the individual electrician, so the tradesperson personally needs the credential before working on their own. Statutory basis re-verified 2026-07-21: Code of Virginia 54.1-1129(A) - 'no individual shall engage in, or offer to engage in, work as a tradesman as defined in 54.1-1128 unless he has been licensed.' ONE BUILT-IN SOFTENER, from the same subsection: 'Individuals shall not be subject to licensure as a tradesman when working under the supervision of a tradesman who is licensed in the specialty for which work is being performed' - so an unlicensed worker CAN legally work under a Virginia-licensed electrician's supervision (this is how helpers and apprentices work legally, and it is the interim answer while a license application is pending - see the section on working while an application is pending).

MASTER = 1 yr as a licensed journeyman, OR 9 yrs practical experience (the 10-yr figures still printed in the board's application-instructions PDF predate the 2025-04-01 overhaul; the regulation controls). An out-of-state journeyman/master license is itself a listed qualification basis to sit the Virginia exam. FEES: application $150 (18VAC50-30-90, eff.

Virginia registered apprenticeship is administered by the Department of WORKFORCE DEVELOPMENT AND ADVANCEMENT (DWDA) - no longer the Dept. of Labor and Industry; 54.1-1131(A)(3) as amended by 2026 c. 662 (HB693) now names 'an apprenticeship program that is approved by the Commissioner of the Department of Workforce Development and Advancement' as an exam-waiver basis, and the prior DOLI attribution in this record was stale.

Apprentices in an approved program work legally under the 54.1-1129(A) supervision allowance. Completion of a registered apprenticeship - Virginia's OR another state's (with sponsor-registration proof from that state's apprenticeship agency) - is a full qualifying method for the journeyman license (application method 1022, board instructions Q12).

No local worker-licensing layer on top of the state license. Tradesman licensing has been uniform and statewide since 1995-07-01 (54.1-1129(A)); pre-1995 BHCD tradesman cards and pre-1978 locality-issued cards survive only as one-time exchange/grandfather paths into the STATE license (54.1-1131(A); card exchange method 1023, $110).

Localities enforce the Uniform Statewide Building Code through permits and inspections but do not issue their own electrician worker licenses.

Virginia licenses BOTH sides and the distinction matters. The TRADESMAN license (Journeyman/Master Electrical) is issued to an INDIVIDUAL - 'issued to INDIVIDUALS, not companies'. The CONTRACTOR license (Class A / Class B / Class C business license) is issued to the BUSINESS that contracts for work; the board's instructions state any applicant performing work over $1,000 needs a Virginia Contractors License - the self-employed/1099 trap.

The official reciprocity list shows the two can CROSS (an Alabama or North Carolina electrical CONTRACTOR license waives the exam toward a Virginia MASTER TRADESMAN license), so a traveling worker must read each agreement for which credential it actually produces. ✅ RESOLVED 2026-07-21 (was this record's biggest open flag): whether every electrical worker must personally hold the tradesman license - 54.1-1129(A) requires individual licensure to 'engage in, or offer to engage in' tradesman work, BUT expressly exempts 'individuals working under the supervision of a tradesman who is licensed in the specialty for which work is being performed'.
