Electrician licensing in New York

NONE at the state level - with no state license there is nothing for another state to reciprocate with, and New York is not a NERA member (NERA is an alliance of state licensing agencies; New York has none to join - see the open questions for the nuance on NERA's member list). NYC's DOB licensing page contains no reciprocity provision: every candidate takes the NYC written + practical exams, and at least 2 of the 7 experience years must be in NYC - an out-of-state or even out-of-city license does not waive anything (https://www.nyc.gov/site/buildings/industry/obtain-a-master-and-special-electrician-license.page; the only waiver, section 28-430.6, is for City-agency applicants).

The practical portability mechanism inside NY is jurisdiction-by-jurisdiction acceptance of ICC exam scores or another municipality's card: Buffalo accepts a "New York State Journeyman Electrician license/card" (i.e., a card from another NY jurisdiction) or a passing ICC exam score in lieu of its own exam (https://www.buffalony.gov/DocumentCenter/View/12602/Journeyman-Electrician-License-Application).

RE-VERIFIED 2026-07-21 on the current DOB page: still no reciprocity after the 2025 NYC Electrical Code took effect (2025-12-21) and after DOB NOW: Licensing became mandatory (2026-02-23) - the only exam waiver remains section 28-430.6 for City-agency applicants, and the 2-of-7-years-in-NYC experience requirement stands.

A 2026-07-21 search found NO newly passed statewide New York electrician-licensing law.

STATE LEVEL: NOTHING TO WAIT FOR - New York issues no electrician license of any kind at the state level, so there is no state application, no pending status, and no interim permit to need; the waiting question exists only where a local regime creates it, and the verified regimes differ IN KIND - never flatten them. THE LOCAL LAYER (each read in the jurisdiction's own code, 2026-07-21):

NYC - a W-2 traveler needs NO personal credential and can start DAY ONE working under the direct and continuing supervision of a licensed master (or special) electrician (Admin Code 28-429.1/28-430.1 as rewritten by L.L. 2024/128, eff. 2025-12-21); nothing is personally pending. A 1099/self-employed placement flips it: they ARE the contractor and must hold the NYC Master Electrician license BEFORE contracting, and NO temporary or provisional license exists - the full current DOB how-to page (read 2026-07-21) describes only the written-exam -> practical-exam -> DOB NOW background-application pipeline with no interim authority (the only waiver, 28-430.6, is for City-agency applicants), so treat an unlicensed self-employed NYC placement as a hard stop measured in months.

WESTCHESTER COUNTY - same shape as NYC: an uncarded traveler works day one under a licensed master's supervision and direction (Sec. 277.702(1) and (3)); nothing personally pending. CITY OF BUFFALO - the real per-worker gate: the journeyman card must be in hand before performing electrical work as a journeyman (165-34), and Chapter 165 Article V (read in full 2026-07-21) contains NO temporary, provisional, or work-while-application-pending provision - work-while-pending:

NOT ESTABLISHED; restrictive default = card first. Mitigations: Buffalo accepts a passing ICC journeyman exam score + 5 yrs experience, or another NY jurisdiction's journeyman card, in lieu of its own exam, and the Examining Board meets monthly (165-4), so a credentialed traveler's practical wait is roughly a board cycle - confirm current timing at 716-851-4600.

The registered-apprentice tier is NOT an interim path for journeyman-level travelers (apprentices may only install with a master or licensed journeyman physically present and taking an active part, 165-45). MUNICIPALITIES WITH NO ELECTRICAL LICENSING LAW - nothing to wait for, they can work now. ANY OTHER LICENSING CITY (Syracuse, Rochester, Albany, the Nassau County towns...) - rule NOT ESTABLISHED by this record; confirm with the local building department before the job starts, and never infer permission from silence.

IT DEPENDS ON THE CITY OR COUNTY - THERE IS NO SINGLE STATEWIDE ANSWER. This state does not license the individual electrician statewide; the requirement is set by local jurisdiction, so the honest answer depends on exactly where the job is. NO STATE WORKER LICENSE EXISTS. New York has no state board and no statewide license for electricians at any level (no state journeyman, master, or residential-wireman credential); electrician licensing is done entirely by municipalities and counties. State-level confirmation: the NY Department of State's Master Electrician Waiver page treats master electricians as "licensed by a municipality" and asks applicants to "list the jurisdiction(s) where you are licensed" (https://dos.ny.gov/master-electrician-waiver).

There is no state exam. Per-jurisdiction, verified examples: NYC (Master/Special Electrician): requirements = 7 years experience within the prior 10 working with tools under the direct and continuing supervision of a licensed master/special electrician, at least 2 years in NYC (alternates: BS in electrical engineering + 3 yrs; NYSDOL-registered apprenticeship completion + 5 yrs; partial inspector credit), age 18+, English literacy, good moral character.

HOW TO BOOK: pay the written-exam fee ($585.00, eCheck/credit card) via the "License Exam Application/Payment" function on the DOB NOW Public Portal (no DOB NOW account needed); once accepted, the exam administrator emails scheduling instructions within 2-3 weeks; exams are given at multiple locations across New York State; written = multiple-choice on the NYC Electrical Code, pass = 70%; then apply separately for the practical exam ($530.00; must pass within 24 months of the written notification).

After both exams: background application via DOB NOW: Licensing (mandatory since Feb 23, 2026; no paper/walk-in) with notarized Experience Verification Forms, SSA earnings history, LIC62 physical form. Apprentices do not register directly with any licensing board (there is none). The path is the NYS Department of Labor Registered Apprenticeship system: the individual is hired by a registered sponsor (employer or program), signs an apprenticeship agreement with the sponsor, and NYSDOL approves and registers that agreement; a Direct Entry pre-apprenticeship route also exists.

In New York the "electrical contractor license" and the local master electrician license are the same credential, and it is a business-tier license, not a worker card. NYC is the model, and the code was REWRITTEN by L.L. 2024/128 effective 2025-12-21 (current text read 2026-07-21): Admin Code section 28-429.1 now makes it unlawful "to perform electrical work unless such person is a licensed master electrician or working under the direct and continuing supervision of a licensed master electrician," with two express exceptions - low voltage electrical work may be performed by "qualified persons" as defined in the NYC Electrical Code, and work under a licensed special electrician per article 430 (https://codelibrary.amlegal.com/codes/newyorkcity/latest/NYCadmin/0-0-0-230270; parallel special-electrician rule at section 28-430.1, same structure, https://codelibrary.amlegal.com/codes/newyorkcity/latest/NYCadmin/0-0-0-230267).

Note the old pre-2025 text's "is an employee of and" phrasing is GONE - the current carve-out runs on "direct and continuing supervision" alone. So in NYC a worker needs NO license of any kind to be hired as an electrician - journeymen and helpers are unlicensed employees covered by the boss's license; the Master license is required only to contract independently and pull permits, and the applicant must be an officer/partner/sole proprietor of a NYC-based electrical business with GL/workers'-comp/disability insurance (https://www.nyc.gov/site/buildings/industry/obtain-a-master-and-special-electrician-license.page).

Westchester County is the same pattern (full article re-read 2026-07-21): county code Art. XVII (L.L. 6-2016, which moved ALL master-electrician licensing in the county from the municipalities to the county board) bars performing or conducting business as a master electrician "unless licensed... or unless supervised by and working under the direction of" a licensed master, and Sec.

277.702(3) states it from the employer side: "No person, business, or company shall employ an unlicensed electrician unless the unlicensed electrician is working under the supervision and the direction of a master electrician licensed pursuant to this article" - the county licenses only master electricians and electrical inspectors; "journeyman electrician" is defined (277.701(4)) only as a qualification concept, not a license (https://library.municode.com/NY/westchester_county/codes/code_of_ordinances?nodeId=PTIIADCO_CH277BOCO_ARTXVIIELLIBOLIMAELELIN).

The exception a national tool must carry: a few jurisdictions DO license workers - Buffalo issues a Journeyman Electrician license (5 yrs under a licensed master; https://www.buffalony.gov/DocumentCenter/View/12602/Journeyman-Electrician-License-Application), and Buffalo's duty IS per-worker (Chapter 165 Article V read in full 2026-07-21): section 165-34(A) "No person shall perform any electrical work as a journeyman electrician in the City of Buffalo without being licensed" (unclassified misdemeanor, up to $1,000 and/or 60 days), the card must be carried on the person and exhibited on demand (165-36), inspectors report unlicensed journeymen (165-42), and apprentices are a separately REGISTERED tier (register with the Examining Board within 60 days of starting) who may only install when a master or licensed journeyman is "physically present and taking an active part" (165-45, amended 4-30-2024) (https://ecode360.com/13584423).

And in the many NY municipalities with no electrical licensing law at all, no license exists to require. There is also no general state contractor license in NY for electrical work.
