Oklahoma holds one written agreement — Arkansas, effective October 2024: journeyman level, license held a year, earned by examination, no Oklahoma test. Two conditions do the real work: certified good-standing statements from every jurisdiction where you have ever been licensed, and both fees paid up front, non-refundable.

Higher classes fold down — a master reciprocates into an Oklahoma journeyman, then earns contractor standing through the business-and-law exam. From everywhere else, the door is exam equivalency: if the board has previously approved your jurisdiction's exam — and local city licenses from no-statewide-license states count — the Oklahoma journeyman exam is waived.

No general work-while-pending permit exists, and the penalty reaches the employing contractor's license too. But Oklahoma's apprentice registration is effective the moment the application is posted — a copy of the executed form with proof of the fee is your evidence for up to thirty days, at $25 all-in. That is a genuine Monday start: direct supervision by a journeyman or contractor physically in the work area, same employer, three apprentices to one supervisor, and every registered hour counts toward your journeyman application — unregistered Oklahoma hours never do.

The disaster lane is statutory but dormant: it wakes only when the governor declares an emergency destroying dwellings, and then an out-of-state journeyman may start work and file within ten days.

Journeyman eligibility is eighteen-plus and three years in the trade under a licensed contractor — about 6,000 hours by the board's own definition, not the four-year, 8,000-hour figure the guides publish. Military experience counts year for year, and classroom education substitutes on a published ladder — a thousand approved hours buys two of the three years.

An out-of-state license also expedites the standard track even where no reciprocity applies.

Registration, not a license: sixteen or older, plus either enrollment in a recognized training course or employment arranged with a licensed plumbing contractor — the contractor documents the employment route. It runs a year at a time, renewable, and the ratio is three apprentices per licensed supervisor. Any helper touching plumbing work must be registered.

The municipal layer is real but contractor-borne: every master plumber or plumbing contractor registers with the plumbing inspector of each city where they operate, and cities charge for that registration, for permits, and for inspections. The statute creates no municipal journeyman card — your state credential travels; your employer's registrations do the local work.

The contractor license is the business credential: journeyman qualifications plus one more year, a $5,000 surety bond, $50,000 of liability insurance naming the board, and continuing education. A journeyman may not contract or furnish labor and materials — and anyone running plumbing work as a foreman or superintendent must personally hold a journeyman or contractor license, whatever the job title says.

The worker credential is yours; the bond and insurance are the company's.
