Plumber licensing in Maryland

Maryland's reciprocity reaches four authorities, and only one is a state: Baltimore County and WSSC (both local Maryland authorities — bring both the plumbing and gas portions, exam-earned), Washington DC (confirmed on the board's own application), and Delaware — master only, because Delaware licenses no journeyman at all.

For everyone else there is no exam waiver, but the statute gives real credit: supervised hours under an out-of-state master count, an out-of-state apprentice-equivalent license can satisfy the four-year holding requirement, and a genuine out-of-state journeyman may go straight at the Maryland master exam without two years on a Maryland journey license first.

One route to refuse: laundering a Virginia card through WSSC — the two-hop fails the exam-earned condition on its face.

A hard wait — the statute says licensed before providing services, and the penalties run per day. No temporary or provisional plumbing license exists. Active-duty military members and spouses use the recognition-letter program — practice without Maryland licensure while stationed here — but wait for the letter in hand.

The board's own claim for issuing an original license is two weeks; the real bottleneck is the verification letter from your home jurisdiction, so order it first. The cheap apprentice license looks like a stopgap on paper, but no rule blesses holding one while a higher application pends — call the board before building a placement on it.

Journey takes an apprentice license held four years, 7,500 hours under a licensed master's control, 32 hours of backflow-prevention training, and a written exam passed at 75% — $35 application, hours proven by employment verification and W-2s. Master takes a journey license held two years, 3,750 further hours, the exam, backflow certification, and a certificate of insurance at $300,000 liability.

Online and individual-initiated: sixteen or older, $18.50, no program enrollment stated as a precondition. Once licensed you work supervised by a master or journey licensee present on the jobsite — and the license starts the clock that matters, the four years toward journey (which an out-of-state license of equal stature can also satisfy).

Statewide licensing with two carve-outs the statute names: Baltimore County and the WSSC service area run their own plumbing licensing on top — and both are reciprocity partners in both directions, so the local card converts. Everywhere else in Maryland, locals are preempted from stacking anything on the state license.

Maryland licenses the person: working unlicensed is an offense counted per day, apprentices cannot work alone, and journey plumbers work under a master's direction and control. The business side rides on the masters — their insurance, their permits — and none of it substitutes for the card in your pocket.
