What exists is an equivalency review, and its outcome is eligibility to sit the Connecticut exam, not a license: your out-of-state license must have required the same classroom hours, curriculum, and on-the-job training as the license you want (for the unlimited P-2, that benchmark is 8,000 hours plus 576 classroom).
Send a copy of the license, a verification, the rules you qualified under, and the scope of work — and pick your strongest license, because the department reviews exactly one, and the fee is non-refundable either way. A second statutory route waives nothing an out-of-stater cares about: it is residency-gated and the exam survives it.

No — and it is a statutory bar, not a silence: the law says a person must have first obtained the license, and there is no temporary permit, provisional license, or courtesy period for out-of-state cards. Three lawful positions exist. The CTDOL apprentice registration card satisfies the statute — but it is employer-initiated, at apprentice scope and pay.
The in-plant exemption covers a factory's own maintenance employees on its own premises — direct-hire maintenance placements have nothing to wait for, contractor payroll does not qualify. And work outside the statutory definition of plumbing needs no license, which is a scope question, not a workaround.

Hours are set per license code: the unlimited P-2 takes 8,000 on-the-job hours plus 576 classroom; the limited J-2 takes 4,000 plus 288; smaller scopes less. The classroom hours must match the department's own subject list — continuing-education and manufacturer certificates are expressly not accepted. The order of operations: apply to the department first through the eLicense portal; approval puts you on the eligibility list for the exam vendor — you cannot book the test directly.
