Maine licenses by FUEL TYPE, not 'HVAC' — and the coverage line is the first thing to know: pure air-conditioning and refrigeration work requires NO Maine state license (the state's own regulated-professions index runs nothing beyond the Maine Fuel Board for this trade). For the fuel-burning side, Maine is an ENDORSEMENT state by statute:
10 M.R.S. 8003-H directs the licensing office to issue by endorsement to anyone licensed in a substantially-equivalent US jurisdiction — unilateral, no mutuality condition — under a strict good-standing test: no pending complaints, no suspensions or practice restrictions, never surrendered or revoked anywhere.

Partially established, role-scoped: the propane/natural gas TEMPORARY PERMIT ($20, one year, non-renewable, once per three years) covers the Plant Operator and Delivery Technician roles — register within 90 days of hire, licensed within a year. For technician and appliance-service roles and the whole oil family, no pending-application authority was found.
Pure AC/refrigeration needs no license, so nothing is ever pending there.

Exam-first on the gas side: submit the exam application, get Board approval, PASS the Maine Fuel Board exam, then apply for the license — with the qualification being the exam plus a recognized training route (the propane association's CETP program or a board-approved course). Your personal floor is EPA 608, and on the cooling side it is the only credential involved.
