Electrician licensing in Utah

USUALLY YES, AND SINCE 2026-07-01 IT IS A LEGAL ENTITLEMENT, NOT A FAVOR - but they cannot start work until the Utah license actually issues. Utah licenses the individual electrician (journeyman card required on the tools), and it runs one of the broadest endorsement regimes in the country: if the tradesperson's journeyman license comes from one of the 30 states + DC on DOPL's equivalency map (see reciprocity - includes WA/OR/CA/TX/CO/MN/VA/AL and most of the West and Upper Midwest), has been HELD AT LEAST ONE YEAR, and is ACTIVE AND IN GOOD STANDING, Utah Code 58-1-302(2) (amended eff.

2026-07-01) says the division SHALL issue the license - no Utah exam, written or practical, appears on the endorsement path. If the candidate's state is NOT on the map (notably NV, AZ, OH, TN, LA, the Southeast, PA, NY, IL - states with no equivalent statewide journeyman license), there is nothing to endorse FROM: they take the experience route (4-yr/576-hr program + 8,000 hrs, or 16,000 hrs) plus the Utah written exam (remote from anywhere in the U.S. via Prov) and the practical exam (in person, Utah only).

THE RECRUITER'S THREE QUESTIONS, ANSWERED: (1) HOW LONG UNTIL THEY CAN WORK? DOPL publishes NO processing time - the endorsement clock is the application plus the official Verification of License the source-state board must send (DOPL's Licensure By Endorsement Verification Form); prior discipline or yes-answers on the qualifying questionnaire add review time.

Budget for the verification round-trip; do not promise a start date until the license shows in the lookup. (2) CAN THEY WORK WHILE IT IS PENDING? NO by default - Utah requires the license BEFORE engaging in the trade, and there is no automatic interim permit. Three discretionary mechanisms exist (58-1-303 temporary license for exam-only gaps; the new 58-1-302(6)(b) limited supervised training permit for applicants under equivalency evaluation; licensing as an apprentice and working under immediate supervision) - all require DOPL's say-so, so get it in writing before the job starts (see the section on working while an application is pending). (3) WHERE DO I VERIFY?

Utah's own lookup at https://secure.utah.gov/llv/search/index.html (verified live 2026-07-21) - a genuine application in process will end there as an issued license; also use it to check any claimed existing Utah credential. ONE TRAP TO AVOID: the ONE-YEAR-HELD condition - a freshly minted journeyman from a green state does not qualify for endorsement until the source license is a year old.

AND ONE GIFT: 58-55-301(1)(c) preempts local licensing - once the Utah state card issues, no city in Utah can demand another one.

Utah runs LICENSURE BY ENDORSEMENT rather than named bilateral compacts, and it is BROAD and - as of three weeks ago - MANDATORY when the conditions are met. R156-55b-305 (current rule, eff. 2025-08-01, read 2026-07-21): 'The Division may issue a license by endorsement in accordance with the provisions of Section 58-1-302.' Utah Code 58-1-302 was AMENDED EFFECTIVE 2026-07-01 (2026 Gen.

Sess. ch. 64, read 2026-07-21): subsection (2) now says the division SHALL issue a license to an applicant licensed in another U.S. state/district/territory if (a) the other license has a SIMILAR SCOPE OF PRACTICE, (b) the applicant has at least ONE YEAR of experience practicing under that license, and (c) the license is IN GOOD STANDING - subject to refusal for cause or prior/pending discipline (subsection (4)) and fee + identity/qualification evidence (subsection (5)).

Subsection (8)(a): this section controls over any conflicting endorsement provision in Title 58. NO UTAH EXAM appears anywhere on the endorsement path - the DOPL endorsement page requires only a complete application, fees, and an official Verification of License from the source state (Licensure By Endorsement Verification Form) - so endorsement applicants skip both the written AND the practical exam per the published path.

THE QUALIFYING-STATE DOCUMENT WAS OBTAINED AND READ (2026-07-21): 'Endorsement to Utah: Journeyman Electrician' (https://commerce.utah.gov/wp-content/uploads/2022/09/endorsement-to-utah-journeyman-electrician.pdf, last updated 7/1/2020, still the board's linked reference; archived unchanged 2025-12-24 through 2026-05-15).

It maps 30 GREEN (equivalent-license) STATES plus DC: WA (General Journeyman Electrician EL01), OR (General Journeyman Electrician), CA (General Electrician), AK, HI (Journeyworker Electrician), ID, MT, WY, CO, NM (EE-98J or EL 1J), ND, SD, NE, OK (Unlimited Electrical Journeyman), TX, AR, MN (Journeyworker Class A Electrician), IA (Journeyman Class A or B), WI, MI (Electrical Journeyman), KY, VA, AL, DE (Journeyperson Electrician), CT (E-2 Unlimited Journeyperson), MA + RI (Certificate B Journeyperson), VT, NH, ME - plus District of Columbia (Journeyman Electrician).

YELLOW (additional documentation): New Jersey (must document passing exams equivalent to Utah's), American Samoa, Puerto Rico. GRAY (no equivalent state-wide license to endorse - the applicant falls back to the experience+exam route, though local/non-equivalent licenses can help document Utah qualifications): NV, AZ, KS, MO, IL, IN, OH, TN, MS, LA, GA, FL, SC, NC, WV, MD, PA, NY, Guam, N.

Mariana Is., USVI. To use a green-state license the applicant must have HELD THAT LICENSE TYPE AT LEAST ONE YEAR, active and in good standing. Canadian Red Seal: 'Construction Electrician' certification held >= 1 year endorses in; 'Industrial Electrician' Red Seal does NOT (DOPL FAQ, 2026-07-21). CAUTION ON THE MAP'S AGE: the document is dated 7/1/2020 and says it is subject to change; under the 2026 statute the authoritative test is similar-scope + 1 year + good standing, so treat the map as the board's indicative list and confirm the specific source state with DOPL.

The prior note that Utah is one-way generous (accepts ~30, few accept Utah back) is HALF-confirmed: the accepting side is now board-documented at 30 states + DC; the outbound direction (who accepts Utah) belongs to the partner-state records and remains unverified here. DATA-MODEL NOTE: model Utah as node-level 'accepts_any_equivalent' (similar-scope endorsement) with the DOPL map as the qualifying-state list - not as hand-built directed edges.

NO - DO NOT PUT THEM ON THE JOB WHILE THE APPLICATION IS PENDING. Utah Code 58-55-301(1)(a) requires licensure BEFORE engaging in the trade, and neither the chapter exemptions (58-55-305, read in full 2026-07-21) nor the division-wide exemptions (58-1-307, read in full 2026-07-21) contain any work-while-application-pending allowance for electricians (58-1-307(4)(g) is a declared-EMERGENCY suspension power only).

R156-55b contains no temporary-license provision either. Three narrow statutory mechanisms EXIST but are all DISCRETIONARY - confirm with DOPL in writing before relying on any of them: (1) TEMPORARY LICENSE, Utah Code 58-1-303(1)(a): the division MAY issue a temporary license to a person who has met ALL license requirements EXCEPT passing the exam - the holder must take the next available exam and the temp license dies on a failed result; (2) LIMITED SUPERVISED TRAINING PERMIT, 58-1-302(6)(b) (new, eff.

2026-07-01): only for endorsement applicants the division routes into a (6)(a) equivalency evaluation - requires a Utah employment offer, employer attestation of supervision by a licensed same-classification supervisor, fee, and background check; (3) the APPRENTICE ELECTRICIAN license: no exam required (58-55-302(1)(c)(i)), the application identifies a supervisor (58-55-302(1)(d)), and it permits electrical work under immediate supervision (same-jobsite presence for non-residential work, R156-55b-102(3); supervisor ratio 1:2 non-residential / 1:3 residential, R156-55b-401(2)) - but whether DOPL will issue an apprentice license to an out-of-state journeyman as a bridge while endorsement pends is NOT ESTABLISHED as division practice; do not promise it.

DEFAULT TO THE RESTRICTIVE READING: until the license (or one of the above permits) actually issues, the traveler cannot lawfully perform electrical-trade work in Utah.

YES - A STATE WORKER LICENSE IS REQUIRED. Utah licenses the individual electrician, so the tradesperson personally needs the credential before working - Utah Code 58-55-301(1)(a) (current version eff. 2025-05-07, read 2026-07-21): a person engaged in a construction trade licensed under the chapter 'shall become licensed under this chapter before engaging in that trade.' BONUS FACT that simplifies placement:

58-55-301(1)(b)-(c) makes the state license (plus the employer's ordinary local business license) the ONLY license required statewide - no Utah city or county may pile a local electrician card on top. See the sections below for how an out-of-state license transfers in.

Utah licenses INDIVIDUAL electricians at the state level through the Department of Commerce, DIVISION OF PROFESSIONAL LICENSING (DOPL). All five individual classifications confirmed in statute at Utah Code 58-55-301(2): (c) Apprentice Electrician, (m) Journeyman Electrician, (o) Master Electrician, (s) Residential Journeyman Electrician, (u) Residential Master Electrician (contractor classes - general/residential electrical contractor - are separate entries in the same list).

Statutory board name: 'Electricians and Plumbers Licensing Board' (58-55-102(12), created at 58-55-201); DOPL's rule also refers to the 'Electricians Licensing Board'. Definitions: a journeyman electrician is 'a person licensed under this chapter' (58-55-102(35)); an apprentice electrician is likewise licensed (58-55-102(8)).

STRUCTURE CHANGED 2025-08-01 (R156-55b as amended + DOPL's own announcement) - the old 'three parts: theory, code, practical' description is STALE. CURRENT Journeyman Electrician requirements (R156-55b-302b(3), read 2026-07-21): (a) Utah Journeyman Electrician WRITTEN Exam (a single combined exam covering Theory and Code, minimum 75%) and (b) Utah Electrician PRACTICAL Exam (6 modules).

Master Electrician now takes a Law and Rule exam (plus the practical unless already passed for the JE license). The distinctive in-person PRACTICAL exam SURVIVES the restructure and is still worth surfacing to travelers. EXPERIENCE ROUTES for out-of-state applicants NOT eligible for endorsement (DOPL's own out-of-state page + R156-55b-302a(3), both read 2026-07-21):

EITHER completion of a 4-year electrical apprenticeship education program of at least 576 classroom hours (out-of-state education evaluated) PLUS 8,000 hours of licensed electrical experience under journeyman/master supervision, OR 16,000 hours of such experience with no program - the bare '8,000 hours + exams' framing is WRONG; 8,000 only counts alongside the completed program. (The exam page's '6,000 hours' figure is exam ADMISSION timing under R156-55b-302b(5)(b): a program-route applicant may sit for the exams after 6,000 of the 8,000 hours.) There is also an expedited/competency-exam route (R156-55b-302c, exams 1A-4B, one attempt each).

LOGISTICS (DOPL FAQ, read 2026-07-21): exam vendor is PROV; the WRITTEN exam can be taken remotely from any location in the U.S. (select 'UT Jurisdiction'); the PRACTICAL requires in-person attendance at an approved Utah Prov testing center. Retakes: no sooner than 30 days after a failure (up to six failures), then 120 days (R156-55b-302b(6)).

Since 2026-01-19 first-time candidates must submit the Verification of Electrician Experience form directly to Prov with exam registration. Fee schedule still not captured - see the open questions.

Utah licenses APPRENTICE ELECTRICIANS. Confirmed against statute and rule 2026-07-21: NO exam for the apprentice classification (58-55-302(1)(c)(i) and DOPL's exam page); the application identifies the proposed supervisor (58-55-302(1)(d)); work must be under IMMEDIATE SUPERVISION - for non-residential work the supervisor must be physically on the same jobsite though not in line of sight (R156-55b-102(3)); beginning in the fourth year of training an apprentice may work unsupervised up to 8 hours in any 24 (58-55-302(3)(j)(ii)); supervisor ratios: up to 2 apprentices non-residential, 3 residential (R156-55b-401(2)).

NONE - AND THAT IS NOW A STATUTE-CITED FACT, not an assumption: Utah Code 58-55-301(1)(b)-(c) (read 2026-07-21) makes the DOPL license plus the licensee's ordinary local business license 'the only licenses required' statewide, and forbids the state and every political subdivision from requiring 'any additional business licenses, registrations, certifications ... established for the purpose of qualifying a licensee under this chapter to do business in that local jurisdiction.' No Utah city journeyman cards exist to check.

ESTABLISHED 2026-07-21 - the worker-vs-contractor line is clean in Utah: BOTH layers are licensed, and the individual card is required EVEN FOR W-2 EMPLOYEES. The employee side: 58-55-301(1)(a) + the individual classifications at 301(2) mean any person performing electrical-trade work (58-55-102(18)) must personally hold an electrician license (apprentice under supervision, or journeyman/master).

The business side: a 'contractor' is a person who 'for compensation other than wages as an employee' undertakes construction/electrical-trade work (58-55-102(17)(a)) - so a 1099/self-employed traveler working directly for a customer IS the contractor and needs a contractor license on top of trade licensure. An electrical contractor licensee must be (or employ as qualifier) a LICENSED MASTER ELECTRICIAN (58-55-302(1)(e)(v)(B)); residential electrical contractor requires master or residential master ((v)(A)).

Contractor licensure also demands the 25-hour prelicensure course + 5-hour business & law course, financial responsibility, insurance and registrations (58-55-302(1)(e), (2)(b)). Statutory exemptions that matter to travelers (58-55-305, read in full): employees of public utilities/railroads/telephone corps doing utility work (m), minor electrical work incidental to a mechanical/service installation - max 10 feet of wiring from an existing dedicated outlet/disconnect (n, defined R156-55b-102(4)), wire-handling on large pulls (2-inch+ conduit) under immediate supervision as 'unskilled labor' (R156-55b-102(8)), and sub-$7,000 small-job work still requires licensed electricians for electrical systems (305(1)(h)(ii)(A)).
