Arkansas looks closed and is actually open — both halves from the same board. The board's page says it plainly: no reciprocal licensing agreements with any state. BUT the rules contain a full reciprocal-licensure route the page's sentence hides: the Board SHALL approve a Class A-E applicant licensed in any state whose HVAC/R licensing laws are SUBSTANTIALLY SIMILAR to Arkansas's, in good standing — no exam required, and no apprenticeship, education or training prerequisite either.
Bring your license and the rules do the work; just do not expect the word 'reciprocity' on the website to help you find it.

For an employed traveler the practical path avoids the question entirely: the $25/year REGISTRATION under a licensed contractor is the working credential, and the rules put the wallet card on the jobsite — have it before starting.

The A-E LICENSES are exam-gated (PROV proctors; minimum $55 written / $100 computerized): Class A unlimited, Class B to 15 tons cooling / 1 million BTUH heating, Class C servicing-and-repair within those limits — the realistic class for a traveling service tech who wants their own license. License fees run $200 (A) down the ladder, annually.
Experience: two years as an HVACR contractor or a contractor's employee. Your personal floor is EPA 608.
