Oregon names exactly two reciprocal states for plumbing — Idaho and Montana — journeyman only, and the board accepts a reciprocal license only from a state where you actually tested. The two agreements differ: the Idaho deal wants an exam-earned license, 7,700 hours, and 576 classroom hours, with no holding period; the Montana deal wants the license held a year, refuses any license that was itself earned by reciprocity, and gives a Montana master an Oregon journeyman card, not a master.
One sequencing trap in the Montana agreement: once you open an Oregon exam application, you cannot switch to the reciprocity track — decide before you file. Everyone else takes the exam; Oregon accepts no substantially-equivalent license from anywhere.

The requirement is 7,700 on-the-job hours across the required work categories plus 576 hours of classroom training — the standard proof is a completed four-year registered apprenticeship. The application gates the exam: you mail the whole packet at once — application, per-employer experience verification, diploma or GED, transcripts, a passport photo — the division reviews it in two to three weeks, and its authorization letter is what lets you schedule the test.
Results come back by mail in about two weeks.

No Oregon city or county issues its own plumber license — the state credential is the only card. Local permits and inspections still apply job to job, and any business-registration obligations land on the employer.

Oregon runs both credentials and they do not substitute: the Plumbing Business license lets a firm contract for plumbing work, and the division states plainly that it does not entitle anyone to work as a journeyman.
