Whose licence does Vermont take?
YES - AND WITHOUT AN EXAM, FROM ANY US STATE, IF THEY HAVE HELD A JOURNEYMAN OR MASTER LICENSE IN GOOD STANDING FOR 3+ YEARS. That is statute, not board grace: 26 V.S.A. 906(b)(2) says the Board SHALL issue the license regardless of whether the home state has a reciprocity agreement, and 906(a) says it issues WITHOUT EXAMINATION.
Maine and New Hampshire RESIDENTS have an even older certified-letter reciprocal path, and a license from a NERA member state held 1 year qualifies per the 2025 rules. THE RECRUITER'S THREE QUESTIONS, ANSWERED: (1) HOW LONG UNTIL THEY CAN WORK? Plan on TWO WEEKS TO ROUGHLY TWO AND A HALF MONTHS: the application must be original hard copy, notarized, with a certified letter from the home-state board, the $115 journeyman fee (or $150 master), and the Vermont Energy Goals module certificate - and applications are reviewed at the Board's BI-MONTHLY meetings (2026:
Feb 3, Apr 7, Jun 2, Aug 4, Oct 6, Dec 1), with all documents due at the Central Office TWO WEEKS BEFORE the meeting, else it rolls to the next agenda. Whether straightforward endorsement applications get processed administratively between meetings is NOT ESTABLISHED - build the placement timeline on the board cycle and call DFS Licensing (802-479-7564) with the meeting calendar in hand. (2) CAN THEY WORK WHILE THE APPLICATION IS PENDING?
IN A LIMITED, REAL WAY, YES: Vermont has NO temporary or provisional license, but 26 V.S.A. 910 exempts two things a pending traveler can lawfully do from day one - (a) work as an ELECTRICIAN'S HELPER under the direct supervision of a Vermont-licensed master or journeyman who is present at the work site, and (b) ANY electrical work in residential buildings of one or two dwelling units, which requires no license at all.
What they must NOT do while pending is unsupervised electrical work in commercial/complex structures - that is the $500-per-offense zone for both the worker AND the employer (26 V.S.A. 911). (3) WHERE DO I VERIFY? Vermont publishes the Division of Fire Safety's live master roster of every licensed electrician - name, license number, type, level, expiration - at https://data.vermont.gov/Government/Licensed-Electricians/byw8-gs7z/data (it was updated the same day this record was verified).
A candidate claiming a Vermont license who is not in that dataset is a red flag. There is no online APPLICATION-STATUS portal - confirm a pending application directly with DFS Licensing at 802-479-7564 or DPS.DFSLicensing@vermont.gov. ONE MORE THING WORTH KNOWING: Vermont work needs an Electrical Work Notice (permit) filed by a MASTER or Type-S licensee in good standing before work starts in complex structures - so the employing shop needs a Vermont-licensed master in the chain even when your journeyman candidate is fully licensed (Rules 7.1).

BROAD, NOT NARROW - THE PRIOR DRAFT'S 'NARROW / residents-only / no other states' CHARACTERIZATION IS REFUTED. Vermont has FOUR no-exam paths for an out-of-state INDIVIDUAL electrician, all under 26 V.S.A. 906 ('Examinations not required', read verbatim 2026-07-21) - and 906(a) is explicit that a license 'shall be issued without examination' on payment of the fee: (1) UNIVERSAL ENDORSEMENT - 906(b)(2), added by Act 152 eff.
2021-04-01: the Board SHALL issue a license to master and journeyman electricians 'who have been licensed in good standing in another jurisdiction within the United States for at least three years, REGARDLESS of whether that jurisdiction meets the reciprocity requirements' of the classic reciprocity subsection. ANY US state or territory.
No residency condition. No exam. This is the path a traveling journeyman from Texas, Ohio, or anywhere else actually uses, and the prior draft missed it entirely. Documentation per the current application (rev. 2026 JUNE): certified letter from the issuing state + photocopy of the license + original date of issuance and THE MEANS OF OBTAINING the license (expect scrutiny of grandfathered/never-examined source licenses - see the open questions). (2) CLASSIC RECIPROCITY - 906(b)(1): license issued where the other state's standards are equivalent and it grants Vermont licensees the same privilege.
In board practice this is the MAINE / NEW HAMPSHIRE reciprocal path; both the application form ('Residents of these states only') and the 2025 Rules note ('Reciprocal agreements for residents of New Hampshire and Maine obtaining licenses in Vermont remain in place') condition it on the applicant being a RESIDENT OF MAINE OR NEW HAMPSHIRE - note the precision: residents of the PARTNER states, not of Vermont; a non-ME/NH resident simply uses path (1) instead.
DIRECTED PARTNER CHECKS (both boards' own pages, 2026-07-21): Maine's Electricians' Examining Board journeyman page states 'The State of Maine presently has reciprocity agreements with New Hampshire, Vermont, North Dakota, Idaho, Oregon and Wyoming' (Maine's inbound conditions: passed a written exam in the reciprocating state + 6 years active work); New Hampshire OPLC implements HB 594 (2023) universal recognition covering Journeyman and Master Electricians (RSA 319-C; Plc 313.24 requires one year of experience) - mutuality holds on both sides. (3) NERA - the 2025 Rules (new material, eff.
2025-11-05) state: 'Vermont has joined the National Electrical Reciprocal Alliance. An electrical license held in a NERA member state shall be held and in good standing for 1 year in order to apply for a Vermont electricians license.' CAUTION: NERA's own public map (dated Feb 2025 - it PREDATES the rules) does not yet show Vermont, and the NERA member list is login-gated; the Feb 2025 map's member group was MT ND SD MN WI ID WY IA NE CO NM OK AR TX AK ME NC.
Until NERA's own materials show Vermont, rely on the statutory 3-year universal path, which needs no alliance. (4) MILITARY - 906(c): journeyman license without exam for a service member/veteran with US Armed Forces 12R designation + 8,000 hours + 4 years active-duty field work (application form also carries a master military reciprocal route at 12,000 hours - form-level, see the open questions).
LEVEL DISCIPLINE: every path above is INDIVIDUAL/worker-level - Vermont has no contractor license for this to be confused with (see the note on contracting for yourself). Type-S specialty licenses are NOT covered by the universal endorsement text (masters and journeymen only).

NO TEMPORARY OR PROVISIONAL LICENSE EXISTS - verified as a true negative, not an absence of finding: the full text of 26 V.S.A. Chapter 15 and the complete 2025 Vermont Electrical Safety Rules were read this pass (2026-07-21), and the only 'temporary' anythings in either are temporary ENERGIZING permits and temporary service fees, which are installation permits, not worker credentials.
BUT TWO STATUTORY WORK-NOW PATHS EXIST while an application is pending, and they are good news: (1) HELPER PATH - 26 V.S.A. 910(5): no license is required for 'electrical work performed by an electrician's helper under the direct supervision of a person who holds an appropriate license'; the Rules define an electrician's helper as a person assisting under the direct supervision of a master or journeyman electrician 'who is present at the work site' (Definitions, 2025 Rules) - so an unlicensed traveler can legally work from day one on a crew with a Vermont-licensed master/journeyman physically on site.
This is REAL but SUPERVISED - it is not authority to run work or work alone. (2) RESIDENTIAL PATH - 26 V.S.A. 910(6): NO license is required for any electrical work in a building used for dwelling/residential purposes containing no more than two dwelling units - 1-2-family residential work is simply outside the license requirement statewide.
RESTRICTIVE DEFAULT for everything else: unsupervised work in commercial or complex structures before the license issues is illegal for the worker and for the employer who hires them for it (26 V.S.A. 911, up to $500 per offense), and work notices are only issued to licensed masters/Type-S in good standing (Rules 7.1).

YES - A STATE WORKER LICENSE IS REQUIRED. Vermont licenses the INDIVIDUAL electrician (master / journeyman / Type-S journeyman) through the Electricians' Licensing Board, Division of Fire Safety, Department of Public Safety - confirmed by reading the 2025 Vermont Electrical Safety Rules (eff. 2025-11-05) and 26 V.S.A. Chapter 15 in full (2026-07-21).
Working unlicensed, or EMPLOYING a person to make an electrical installation for which they are not properly licensed, is punishable by a fine up to $500 per offense (26 V.S.A. 911) - the duty reaches both the worker and the employer. BUT THE STATUTORY CARVE-OUTS ARE UNUSUALLY LARGE and a recruiter should know them (26 V.S.A.
910, read verbatim): (910(6)) NO license is required for ANY electrical work in a building used for dwelling or residential purposes containing no more than two dwelling units; (910(5)) NO license is required for electrical work performed by an ELECTRICIAN'S HELPER under the direct supervision of a person holding an appropriate Vermont license; (910(1)) in-house work at an industrial/manufacturing plant on the operator's own equipment/premises under a supervising electrical engineer or master electrician in the operator's employ is exempt; (910(3)) owners in their own single-unit residence/farm; (910(7)) installation of solar modules and racking on complex structures to the point of connection, and erection of net-metered wind turbines.
Utility, telecom, and NEC Article 800 communications work sit outside the chapter entirely (26 V.S.A. 882; Rules s.2(c) and s.3).

Fees are set by statute at 26 V.S.A. 905(d) and match the current application form (rev. 2026 JUNE) exactly. The license is a wallet card that must be carried while working and displayed on request. A journeyman works under the direction of a master (903(c)); a master may run electrical work as a business and employ licensees and helpers (902 / Rules 3.1(c)).

CONFIRMED against 26 V.S.A. 903 and Rules 3.2/3.4 (read directly 2026-07-21): to be eligible for a JOURNEYMAN license an applicant must (1) provide verification by the Vermont Apprenticeship Council of completion of an apprenticeship in electrical wiring that included both instruction and practice in work processes, OR (2) have equivalent training and experience acceptable to the Board, AND (3) pass an examination to the Board's satisfaction.
Exam fee: $80, paid directly to the contracted testing agency ProV (Rules 3.4(a) note); testing is on the 2023 NEC (application form note). Exam approval is valid 3 years; after a third failed attempt the applicant must reapply and complete 8 hours of NEC/exam-prep education (Rules 3.4(e)). MASTER: 2 years licensed AND working as a VT journeyman, or comparable experience acceptable to the Board, plus exam (26 V.S.A.
902). License fees $115 journeyman / $150 master / $115 per Type-S field, all 3-year (26 V.S.A. 905(d)). ALSO REQUIRED since 2021-07-01: the Vermont Energy Goals education module (completion certificate submitted with every new application and renewal; 26 V.S.A. 905(h)). A 'registered apprentice' in Vermont means an apprentice registered with the APPRENTICESHIP DIVISION OF THE VERMONT DEPARTMENT OF LABOR for electrical training (26 V.S.A. 881(9) and the 2025 Rules Definitions, both read directly 2026-07-21) - a different agency from the Division of Fire Safety, which issues the licenses.
Completion is verified to the licensing board by the Vermont Apprenticeship Council for the journeyman application (26 V.S.A. 903(a)(1)); an applicant who completed the VT apprenticeship within the past 2 years submits the completion certificate without employer affidavits (application instructions). The Board may approve an applicant who finished the instruction portion to sit the exam before completing the work-hours portion, but no license issues until the hours are done (Rules 3.2(b)).

PLAIN STATEMENT FOR THE TOOL: the worker-vs-contractor trap does not exist in Vermont the way it does in contractor-only states - the individual license IS the credential, and a 1099 traveler contracting directly would need the master license (to file work notices/run work) plus, for larger direct-to-homeowner residential jobs, the OPR registration.
