Electrician licensing in Oregon

YES - IF THEIR LICENSE IS FROM ONE OF THE SEVEN PARTNER STATES - AND THE TRANSFER IS REAL: application-only, NO Oregon exam. General Journeyman (J) reciprocates from Arkansas, Idaho, Maine, Montana, Utah, Washington, or Wyoming; General Supervising (S) from Arkansas or Utah only. The candidate must meet ALL FIVE conditions of OAR 918-030-0045 (form 440-4794e): (1) partner license current and active with no violations or conditions in the past 3 years; (2) qualified for that state's exam through the required experience (4 years / 576 classroom hours + 8,000 OJT); (3) PASSED that state's exam at 75%+ - a partner license obtained by endorsement rather than examination does NOT reciprocate, and the partner agency certifies method of licensure on the License Verification Form; (4) at least 6 months (1,000 hours) worked UNDER the partner license, employer-signed affidavit; (5) no failed Oregon exam for that type in the past 2 years.

Washington extra condition: apprenticeship completed in Oregon or Washington plus the WA exam. Fee $100, nonrefundable. FROM ANY OTHER STATE, OR FOR ANY LIMITED CLASS (LME, LR, sign, stage, limited-energy, etc.): NO reciprocity - the candidate must qualify for Oregon's state-administered exam on out-of-state hours (576 classroom + 8,000 OJT with 1,000 in each of residential/commercial/industrial, or 16,000 OJT with 2,000 in each) - a weeks-to-months path; budget the placement accordingly.

THE RECRUITER'S THREE QUESTIONS: (1) HOW LONG UNTIL THEY CAN WORK? Not day one - the Oregon license must be ISSUED first. BCD publishes NO processing-time commitment (flagged unverified; ask 503-373-1268 / license.bcd@dcbs.oregon.gov). The clock that usually dominates is assembling the packet BEFORE submission: the License Verification Form must be completed by the PARTNER state's licensing agency and the 1,000-hour affidavit needs an employer signature - start both the day the placement is contemplated.

Application is by mail to DCBS Fiscal Services, and the form itself warns an incomplete application slows processing. (2) CAN THEY WORK WHILE IT'S PENDING? NO. ORS 479.620 forbids making any electrical installation without a supervising or journeyman electrician's license, and OAR 918-282-0120(1) separately forbids any person or entity from ALLOWING an unlicensed individual to perform electrical work - the employer is on the hook too.

Verify the OREGON license EXISTS before the start date - 'I applied for reciprocity' is not yet legal to work. Bonus check: a W-2 worker needs ONLY the individual license - no CCB registration, no contractor license; those are the employer's problem.

NO - THERE IS NO INTERIM WORK AUTHORITY IN OREGON. The individual license must be ISSUED before the tradesperson performs any electrical work. Two independent prohibitions close the gap (both read 2026-07-21): ORS 479.620 - no person may make any electrical installation without a supervising or journeyman electrician's license - and OAR 918-282-0120(1) - 'No person or entity shall allow any individual to perform electrical work for which the individual is not properly registered or licensed' - the second one reaches the EMPLOYER directly.

No temporary, provisional, or emergency INDIVIDUAL electrician license exists anywhere in ORS ch. 479 or OAR 918-282. Do not be misled by the 'temporary permit' of ORS 479.550(2) / OAR 918-309-0080: that is a 7-day emergency WIRING PERMIT issued to an already-licensed electrical CONTRACTOR for unanticipated work - a permit for the job, not work authority for an unlicensed worker.

The only classes that work without a J/S card are the limited classes and the apprentice license, and the apprentice license requires registration in a BOLI-recognized Oregon apprenticeship - not a traveler's path. PRACTICAL CONSEQUENCE: for a partner-state candidate the wait equals the reciprocal application's processing time (not published by BCD - flagged); for everyone else it is the full exam path.

Set the start date AFTER the Oregon license number exists and verify it in the BCD lookup. RESTRICTIVE-READING NOTE: no board page explicitly addresses 'working while an application is pending'; the NO here rests on the statutory and rule prohibitions above plus the absence of any permissive provision - the reading an enforcement officer would apply.

YES - A STATE WORKER LICENSE IS REQUIRED. This state licenses the individual electrician, so the tradesperson personally needs the credential before working. See the sections below for whether an out-of-state license transfers in, and how.

Registration is through a state-registered apprenticeship program, not an open online signup: apprentices register with a BOLI-approved program sponsor via the Oregon Bureau of Labor and Industries, Apprenticeship and Training Division (971-673-0760, atdemail@boli.state.or.us, https://www.oregon.gov/boli/apprenticeship) - electrical apprentice licenses are issued to individuals registered in formal apprenticeship programs recognized by the Electrical and Elevator Board and BOLI under ORS ch.

Entry requirements per the state license directory (https://apps.oregon.gov/SOS/LicenseDirectory/LicenseDetail/140): at least 17 to apply / 18 to begin, HS diploma or GED, one year of algebra with a C or better.

Apprentice license fee: $0.00, and "apprentice licenses are automatically renewed for active apprentices" (same state directory entry). The inside-electrician apprenticeship is 8,000 OJT hours (~4 years) + 576 related-training classroom hours; on completion the apprentice is referred to BCD for the journeyman exam (licensing fees apply - the $100 J application).

n/a - Oregon individual electrician licensing is a single statewide system under BCD (ORS 479; OAR 918-282). Cities/counties administer permit/inspection programs but do not issue their own electrician worker licenses.

Oregon is the OPPOSITE of Ohio on the worker side: an individual DOES need a state license merely to be hired and do electrical work. ORS 479.620 (https://www.oregonlegislature.gov/bills_laws/ors/ors479.html) prohibits making "any electrical installation without a supervising or journeyman electrician's license" (limited residential work requires at least the LR license), so a traveling electrician must hold an Oregon individual license (J, S, a limited class, apprentice, or a reciprocal license) before working for an Oregon employer.

The CONTRACTOR license is a separate BUSINESS credential: ORS 479.620 also bars anyone from "engag[ing] in the business of making electrical installations" without an electrical contractor's license - that is, contracting with the public, bidding jobs, and pulling permits as a business. The BCD Electrical Contractor (C) license costs $375 (form 440-2888, https://www.oregon.gov/bcd/Formslibrary/2888.pdf), requires the business to maintain an active Construction Contractors Board (CCB) license (OAR 918-030-0015; CCB 503-378-4621, https://www.oregon.gov/ccb/pages/ccb%20license.aspx), and requires a designated signing supervisor who must be a General Supervising Electrician (S).

A W-2 worker needs NONE of that - no contractor license, no CCB registration - only the individual electrician license. Statutory exemption: no license is needed for electrical work on residential/farm property the person or immediate family owns, if not intended for sale/lease (ORS 479.540), though code compliance still applies.
